But I want to do this at either 15mm or 6mm- I don’t want another 28mm painting project and I don’t want to store more 28mm armies.
Has anyone played this rule set at these scales, and what would your recommendations be in terms of board size, scaling, army compositions, etc?

I've never played at that scale, but all the games I mentioned above (except for OnePageRules) give tips and pointers for playing at smaller scales.
The one thing I failed to mention is that all of the rulesets tend to go for much smaller groups than is typical for say, Warhammer. Armies tend to be less than 50 models per side, which might be unimpressive at 15mm scale.

Another option I am thinking about is the new Middle-Earth box...but that is back up to 28mm. I do like the system though, and the box is a huge value.

What's nice about Dragon Rampant is that, if you don't have 12 models of something, just make everything two points of health and use 6, or 6 points of health and use 2. In this way, it's great for use with those Northstar Froastgrave Soldier/Undead/Whatever boxes and any DAAS minis you have laying around.

It's a hit points game so it really is non issue. More about how you'd like your game to look like.
I'd suggest changing the measurement in cm or cut it in half with 2 x 2 table.

At first I didn’t understand how that worked but now I think it’s pretty genius. I think what I am going to do is get the Middle-Earth box since I already have plenty of 28mm terrain and use them to play MESB and to see if I like Dragon Rampant enough to play at a smaller scale.

It’s a great box set. There are exactly two guys at my club who play MEFB. I always tell them I’m going to horn in on one of their games one day and they always shrug.
