I hear you on the writers being a tempo stopper. Other family actions can have immediate payoffs, but adding writers is often a delayed effect unless you luck into a position having few candidates . Usually you add them because you lack officers/governors etc - perhaps Cole designed it as sort of a play balance thing ? But in 2e, retired officials are not necessarily guaranteed to generate VP as events down the road either force you to keep $ in reserve for possible window taxes or risk losing your retirees.

It would certainly add more fuel to have players add writers as some sort of set number per turn, or based on board position, as you mention in parallel to Family Actions, of which there are precious few in the game.

Good timing, I taught two newbies in a relatively calm three player game that went off the rails with closed orders and an ultimate collapse of the company. The company has failed often in my plays (I'd say four out of six plays, but I could be misremembering). That could be stymied with deregulation or better play. I still haven't played anything but the 1710 scenario.

Your complaint about writers is certainly reasonable. One thing I do like about the writer system is that it gatekeeps company positions late in the game. Players sending troops into the military or buying luxuries or ships and getting real tangible assets, will not have writers. It becomes a viable alternative with a different pace to play, and it can lead to satisfying moments if you can foretell retirement opportunities.

I do think one big loss with the writers system is that it leads to many players ignoring it, resulting in less jockeying for positions or even opportunities for nepotism.

This articulates my problem with the writers system with 3-4 perfectly! Even if the company survives it can impoverish the gameplay.
