The best rulebooks are liberally peppered with examples of play. So many issues are resolved by taking the time to illustrate how the game plays.
Galaxy Trucker has a good set of rules in this regard but I don't like the way they've split the rules into "intro" and "full game" sections.
The rulebook for Combat Commander: Europe rocks with examples and should be gold standard for wargame rules.
Fantasy Flight does a great job with their rulebooks, even when they are lengthy.

I agree. The full game is not that difficult that it needed to be spoonfed by breaking the game up.

I agree. The full game is not that difficult that it needed to be spoonfed by breaking the game up.
